Effective property management requires comprehensive knowledge of landlord and tenant issues, building maintenance and people skills. Certain government-sponsored programs offer free property management training to assist landlords and property managers operate rental properties.

New York City Department of Housing Preservation and Development

The New York City Department of Housing Preservation and Development organizes courses through its Public Outreach and Education Program. For example, it offers a free 10-hour "Introduction to Property Management" class. The class topics cover the New York City Housing Maintenance Code, tax exemptions and loan programs.

City of Portland, Oregon

The City of Portland provides a free eight-hour landlord training program, "Keeping Rental Property Safe and Free of Illegal Activity," offered under the Bureau of Development Services.
